SKMB Introduces Budget ng Balara: SKMB Transparency Portal

What does Transparency Portal mean for all of us?

Transparency is often discussed in the context of laws and government policies, but before it becomes a legal obligation, we must instill in our minds that, first and foremost, it is a commitment to the people.

In a more legal context, the 1987 Philippine Constitution, being the supreme law of the land, stipulates people's right to information concerning public interest and concern. This advances the other law-making bodies to create such acts including the Local Government Code of 1991 in upholding transparency in pursuit of an effective and democratic governance.

However, in a basic human nature, transparency is more than just a mandate. It is what builds deeper connection and trust within the people. It is one of the key elements through which good governance is embedded in our system.

Accountability is demonstrated in public

The Sangguniang Kabataan Matandang Balara, being one of the faces of good youth governance in Quezon City, heavily advocates and initiates systemic change in our community. As the youth representatives, we have the utmost responsibility to develop initiatives and strategies that prohibit the space for any discrepancy that will bend the doctrine of what transparency means for us.

Hence, we fully recognize that accountability is not fulfilled hastily by accomplishing programs or complying with statutory requirements. As your first points of representatives, we have fully grasped that it is responsibly demonstrated by ensuring that every constituent has the right to know, understand, and criticize how we utilize the public resources.

Empowering and feasible

One of those initiatives is this Transparency Portal. Although readily available outside our youth development center, the SKMB Hub, through the SK Full Public Disclosure Policy Board, we have truly wanted it to be more accessible to our constituents considering the geographical dispersion constraints in our community.

This allows the public to feasibly have a thorough glimpse of where their taxes go without having to go physically in our youth development center.

The creation of this Transparency Portal is rooted in a straightforward yet meaningful objective: public information should be accessible to the public, regardless of time, location, and occurrences.

A people-centred transparency portal

By embracing such digital accessibility, we look forward to streamlining access to public information while fostering a governance system through transparency and accountability. Every document published and every initiative reflected through this portal represents our genuine commitment to ensuring that governance in SKMB remains just, participatory, and most importantly, people-centred.

With that, this transparency portal is not just a mere compliance to the above-mentioned laws. This dedicated initiative symbolizes the deep and constant commitment of SKMB to serving the people with consistent openness and accountability.
